The Foreclosure Prevention Network of WNY (FPN) is now collaborating with the New York State Banking Department to provide local foreclosure prevention services to homeowners in Western New York. The mission of the Network is to provide combined housing counseling and legal services in one place to most effectively combat foreclosures in the area. Comprised of eight non-profit partner organizations, the Network is uniquely connected and able to take up the challenge of preventing avoidable foreclosures. In June of 2010, The New York State Banking Department partnered with the Foreclosure Prevention Network of WNY in order to effectively reach homeowners. The Foreclosure Prevention Network has since established the region’s most comprehensive partnership of H.U.D. certified housing agencies. Beginning in July, 2010, the Network’s original housing counselors at Homefront Inc. and West Side Neighborhood Housing Services partnered with six agencies in WNY to extend their services. These agencies include Belmont Housing Resources of WNY, Buffalo Urban League, Neighborhood Housing Services of South Buffalo, NeighborWorks Home Resources of Olean, Chautauqua Home Rehabilitation and Improvement Corporation, and Chautauqua Opportunities Inc.

The founder of Buffalo Water Beer Company, brewer of Bison Blonde all malt lager, was on the road to Buffalo this past week to begin planning the launch of its flagship beer in the city synonymous for Buffalo wings and high quality craft beers.

Buffalo Water Beer Company was formed in 2007, after founder Craig Peterson, then a lobbyist for the Wisconsin’s Brewer’s Guild, moved his offices to the corner of Buffalo and Water Streets. “An intersection was our inspiration,” said Peterson. “One of my brewing clients said ‘Buffalo Water,’ what a great name for a beer. Oh, and by the way, the number one finger food throughout America is the Buffalo Wing.”

FROM THE DESK OF THE COUNTY CLERK
Starting your own business can be an exciting, yet often intimidating experience. As the first stop for potential small business owners, the Erie County Clerk’s Office staff is experienced in helping people get off on the right track with the recording of a “Doing Business As” (DBA) certificate in our basement record room. We’ve created our own “New Business Directory,” filled with information and websites to help navigate through the maze of requirements and resources available.

In spite of the recent economic problems facing everyone, the number of people filing for DBA’s has remained very steady each month. In the County Clerk’s Office, we track many economic indicators, one of which is the new business starts in our County. Our office averages over 275 DBA filings each month, with a high this year of 349 filings in March. While one might expect a drop in new filings during a recession, this could be the right time individuals who have lost jobs or are now under-employed through no fault of their own to strike out on their own with the hopes and dreams of business success. I saw a billboard recently that simply said “Bill Gates started Microsoft during a recession,” --certainly an inspiring point.

The importance of small businesses in Erie County and across our nation can not be overstated. The United States Small Business Administration generally defines a small business as one having less than 500 employees, which would include virtually all the DBA filers in Erie County. Since the mid 1990’s, small businesses have created between 60-80 percent of the net new jobs in our country. The 27.2 million small businesses employ 50% of the work force in America, hire 40% of the high-tech workers (scientists, engineers and computer workers) and create more than half of the non-farm gross domestic product (GDP)

With the summer months upon us, Erie County’s Department of Social Services, Heating and Energy Assistance Program (HEAP) has announced an AC Cooling Assistance Program. This program will begin on June 14, 2010 and last until August 13, 2010, or until all funding is exhausted. All eligible households will receive one window air conditioning unit.
In order to be eligible for this benefit, households must have received HEAP benefits during the 2009-10 season, or have income that falls within the ranges for normal HEAP eligibility. There is also a medical eligibility requirement; at least one person in the household must have an acute medical condition that is exacerbated by extreme heat. This condition must be documented within the past 6 months by a physician or longer if the condition is chronic.
